Some channels are assigned to the VHF frequency range.
My script were not expecting it, and initialized the
files with empty frequencies.
Fix it.

Gama is actually part of Brasilia, but is a separate County.
It is not called "Brasilia Gama". So, better name the file.

Channel 12 is currently not valid for ISDB-T in Brazil.
Also, due to an error FREQUENCY ended by not being filled here.

Both Argentina and Brazil uses ISDB-T, instead of DVB-T.
