fec of the low priority stream is NONE if hierarchy is disabled
the replaced values are either AUTO, 1/2 (that's due to EN300468 signalling)

- use utf8 everywhere for files &amp; file names

additionally by me:
- remove empty lines at the beginning of the files
- remove any control character (&lt; 0x20) except \n and \t
- remove trailing whitespace
- exactly one newline at the end of the files
- remove junk from dvb-t/au-Melbourne-Upwey
